Does the finder need an app?

No. The finder doesn't need to install anything. When someone scans your pet's Driyu tag with their phone, the tag opens a web page in their browser — that's the whole experience. No download, no account, no signup. The owner manages the tag from a Driyu account in a browser or app, but the finder never has to.
